Introduction and objective of the scheme:-

With the inspiration of Honorable Chief Minister of Uttar Pradesh, Shri Yogi Adityanath Ji, Mukhyamantri Abhyudaya Yojana was started on 16 February 2021 on the auspicious occasion of Basant Panchami. Talented and meritorious students from rural areas and low income groups who are preparing for competitive exams such as Civil Services exam, JEE, NEET, NDA, CDS, etc. are often unable to afford admission in private coaching institutes due to lack of resources. Therefore, under the Mukhyamantri Abhyudaya Yojana, with the aim of increasing the representation of these students in administrative services and various other services, arrangements have been made to provide free coaching and high level guidance for various examinations through offline/online medium.

Under the Chief Minister Scheme, there is a provision for training for the following examinations:-

  • Preliminary, Main Examinations and Interviews conducted by Union Public Service Commission and Uttar Pradesh Public Service Commission.
  • JEE and NEET examinations conducted by NTA.
  • Regarding the recruitment of NDA and CDS.

Services of the scheme:-

  1. Conducting classes in offline and online (hybrid) mode.
  2. E-learning platform.
  3. Free guidance and training by officers working in the state government.
  4. Guidance and doubt resolution.
  5. Subject matter experts.
  6. Career counselling.
  7. Arrangement of library.
  8. Motivational Classes by Senior Officers.
  9. Mock Interview.

Administrative Setup

The scheme will be implemented through state and district level committees. At the state level, Chhatrapati Shahu Ji Maharaj, Research and Training Institute Partnership Building, Lucknow is working as the secretariat for this scheme. A committee will be formed under the chairmanship of the Honorable Minister of Social Welfare to supervise the scheme at the state level.

The State Level Committee for supervision of the scheme will be as follows:

3. Additional Chief Secretary/Principal Secretary, Social Welfare Member

Eligibility for admission:-

  • Students of science stream studying or passed in class 11 and 12 will be eligible for JEE, NEET.
  • Students in the final year of graduation or those who have passed graduation will be eligible for IAS And PCS training for the exam.
  • The educational qualifications of NDA and CDS examinations will also be as per the respective competitive examination.

Teachers honorarium and selection:-

The district-level expert selection committee recommends qualified and experienced lecturers to be empanelled in pre-examination training centers following trial lectures. Subject experts and guest lecturers will receive an honorarium of Rs. 90 per lecture session (2,000 minutes).

The committee for empanelment of guest lecturers and supervision of teaching work will be as follows:-

Conclusion

Mukhyamantri Abhyudaya Yojana is being successfully operated in all 75 districts of the state. About 2000 teacher and subject experts enlisted in this scheme are providing guidance to students. Till now, more than 400 students have been finally selected on various posts under this scheme. 23 students have been selected in UPSC 2023, and 30 students in U.P.P.C.S. 2023. 35 students have been qualified in JEE (Mains) 2024. The total number of students registered for various competitive examinations for the upcoming session is approximately 27,000.
